What is the second home premium?
Oxford City Council introduced a second homes premium as a 100% addition to council tax charges from 1 April 2025. A second home is a furnished property that is nobody's only or main home. In plain terms, you pay double council tax.
When do business rates apply instead?
A holiday let can be assessed for business rates instead of council tax. GOV.UK explains that in England, a property is rated for business rates if it is available to let for 140 days or more in the year and actually let for 70 days or more. The Valuation Office Agency decides. Some smaller properties then qualify for small business rate relief.
What do business rates mean in Oxford?
In most cities, business rates are simply cheaper. Oxford adds two consequences:
- No household bins. The council stopped domestic waste collections at premises registered as self-catering holiday lets for business rates. You will need a commercial waste contract.
- Planning attention. The council uses business rate data to prioritise planning enforcement into unauthorised changes of use. The planning position therefore comes before the rates question. Our guide: Airbnb rules in Oxford.
Does Oxford's zero emission zone affect guests?
Oxford has Britain's first zero emission zone, in the city centre. Petrol and diesel vehicles, including hybrids, pay a daily charge to be driven in the zone between 7am and 7pm. Since August 2025, charges run from £4 for ultra-low emission vehicles to £20 for older vehicles, with fully electric vehicles free.
Warn guests who drive before they arrive, and mention it in your listing if your home is near the centre. Your cleaners and trades may pay the charge too, and that can show up in their prices.
How is short-let income taxed?
The furnished holiday let tax regime ended on 6 April 2025. Short-let income is now taxed under the normal residential landlord rules, after allowable costs such as cleaning, repairs, insurance and management fees. Speak to an accountant about your own position.
What other running costs are there?
Commercial waste. If you are on business rates, a commercial collection is a fixed monthly cost.
Old buildings. Many Oxford homes are old or listed, so repairs and safety work can cost more and need specialist trades.
Parking. Much of Oxford has controlled parking. Tell guests about park and ride and permit rules before they arrive.
How do the fixed costs add up?
- Council tax with the premium, or business rates if you qualify.
- Commercial waste collection, if on business rates.
- Utilities, broadband and TV licence.
- Insurance suitable for short stays.
- Safety checks, cleaning and laundry.
Then set those against realistic earnings. Our Oxford events calendar shows where the strongest dates fall.
What does this mean for you?
- An Oxford second home on council tax pays double.
- Business rates can be cheaper, but bring commercial bins and planning attention.
- Warn guests about the zero emission zone before they drive in.
